THE RUSSIAN FEDERATION

Brunei Darussalam and Russia established diplomatic relations on 1 October 1991.
Both sides have established embassies in each other’s capital.

Brunei Darussalam’s Ambassador to Russia is His Excellency Dr. Emran Bahar.

Russia’s to Brunei Darussalam is His Excellency Victor Alexandrovich Seleznev.

His Majesty the Sultan visited Russia twice, in 2005 and 2009 respectively. Prime Minister
Vladimir Putin went to Brunei Darussalam in November 2000 for the Asia Pacific Economic
Cooperation (APEC) Summit when he was President. His Royal Highness Prince Mohamed Bolkiah,
Minister of Foreign Affairs and Trade visited Russia in July 2009 while Her Royal Highness Princess Hajah Masna in October 1995.

A Protocol Agreement establishing bilateral consultations between both countries was signed on
15 November 2000. The consultations are held alternately between the two countries.
The first meeting was held in Brunei Darussalam in April 2002 and Russia hosted the second
one in June 2003.
Both countries have also signed the following documents:

  • Agreement on Cooperation between Moscow State Institute of International
    Relations (MGIMO) and Universiti Brunei Darussalam (UBD); and
  • MoU on Economic and Technical Cooperation.

A Visa Waiver Arrangement for a period of two weeks has been in place for both countries
since November 2009.
